

Escouade Énergie and the CCTT Network are proud to announce the submission of their brief to the Régie de l'énergie's Request for Advice for the development of the Integrated Energy Resources Management Plan (PGIRE). This brief represents the combined work of several centers, representing complementary expertise ranging from renewable energies to social innovation, from agriculture to bioenergies, from maritime to applied artificial intelligence. Thanks to their presence throughout the territory, the CCTTs and Escouade Énergie act as sensors of real needs and gas pedals of innovation.

Quebec's battery industry is facing a number of challenges, one of which is the availability of energy for new industrial projects in the sector, at a time when the electrification of transport and other sectors is on the increase. This has led Escouade Énergie and its partners, notably the Caisse Desjardins de l'Énergie et des Ressources naturelles, to initiate a reflection on the energy efficiency of the battery industry, the preliminary conclusions of which are set out in this report.

Brief submitted to the Quebec National Assembly on December 3, 2025 as part of the specific consultations and public hearings on the document entitled "Consultation sur la cible des émissions de gaz à effet de serre du Québec". In particular, the Escouade Énergie recommends that the 37.5% target enshrined in the law should not be reduced. Indeed, such a reduction would risk having multiple deleterious effects, slowing down Quebec's decarbonization trajectory and greatly impacting the economy (including its export capacities).

This report presents the preliminary results of a study conducted by Escouade énergie on the pooling of equipment and expertise at various research centers in the battery sector. In response to the objectives of the Quebec Research and Innovation Investment Strategy (SQRI2), this initiative aims to promote greater synergy between centers and structure the regional technology ecosystem. This first phase lays the foundations for closer collaboration to support the development of this strategic industry in Quebec.

Escouade Énergie (EÉ) and CITEQ are proposing a series of measures and recommendations to guide the Quebec government's green hydrogen and bioenergy strategy, which is due to be unveiled this spring. This strategy, which aims to develop the green hydrogen and bioenergy sectors in Quebec, will require major investments and a firm commitment from the government to ensure that these sectors really take off.
